Currently, Carr is the Chief Diversity Officer (CDO) and Associate Vice President at Point Loma Nazarene University, as well as an adjunct faculty in the College of Social Sciences, the School of Education, and the College of Extended Learning. Carr is from the Deep South where he grew up in the segregated Jim Crow culture. The son of a general laborer and grandson of a sharecropper, he had first-hand knowledge and experience in the civil rights movement. His earliest work in the movement was in the ‘60s, walking door to door with Julian Bond and John Lewis in the first major voter registration drive in Jackson, Mississippi following the passage of the Voting Rights Act.

He received his B.A. from Mississippi College and his Master's degree from Loyola Marymount University in Los Angeles. He received his doctorate from the University of San Francisco, where he completed research and his dissertation in multicultural education, particularly in regard to the collegiate success of African American students. He continues to do research in this field and to speak both locally and nationally on the status of underrepresented students in higher education. Most recently Dr. Carr was featured as the keynote speaker for the 21st Golden Pyramid Scholars Award for San Diego County where literally thousands of students were saluted for their outstanding academic success.

His current professional and community involvements includes serving as a member of the NADOHE program committee for the past four years, one of the founding members of the Southern California Association of Diversity Officers in Higher Education (SCADOHE) and the current president; NCORE (National Conference on Race and Ethnicity) National Advisory Council member; and a member of the CCCU (Council of Christian Colleges and Universities) inaugural conference program committee for the Commission on Diversity. Carr is very active in the community as President of a nationally recognized non-profit organization Concerned Parents Alliance (parent organization for College Bound Programs); a member of the Board of Directors for the Neighborhood House Association, and a member of the Board of Advisors for the Urban League of San Diego County.
